Planning for safe, reliable and affordable water supplies in the Upper San Gabriel Valley requires the ability to implement the long-term vision set by California law and Upper District’s Board of Directors.  Plans such as the regular 5-year update of our Urban Water Management Plan (UWMP) is required by California law.

The UWMP is the basis for plans that must be developed by city-owned water departments and privately owned water utilities.  The California Department of Water Resources (DWR) collects UWMP ’s from across the state to help calibrate its own resources for the state’s benefit as well as emergency planning.

The Integrated Resources Plan (IRP) brings Upper District’s resources together with those of other agencies that help to clean-up contaminated wells as well as prevent floods.  Together with conservation and water recycling, stormwater and clean-up of contaminated wells present opportunities to use local water supplies and reduce reliance on imported water from Northern California and the Colorado River.
